I used GIMP at the moment which is very powerful but very bad in terms of usability.

		<description>I maintain a photo community website where people are allowed to upload their own photos for display on the site. Images that are far too large are always being uploaded and this is slowly becoming a nightmare. I will check this one out and then I could recommend that people first re-size on something like this before uploading to the site. Thanks.
